Peter HT Chan

Peter has been an Elder Care Specialist (International) of Asian Development Bank since 2014.  He is also a Research Fellow of the Sau Po Centre of Ageing and Lecturer of the University of Hong Kong; Deputy Director of the Institute of Ageing and Professor of the Beijing Normal University. Peter has 40 years experience in health and social care sectors. Most recently, he was the Chief Project Administrator of CADENZA – a Hong Kong Jockey Club Initiative for Seniors, which led to the establishment of the first primary care centre for the elderly in Hong Kong. Peter held several senior positions in Vancouver Coastal Health, Canada (1987 – 2007): including (1) Director of Strategic Initiatives championing primary and community care redesigns, (2) Program Manager of Diagnostics, Pharmacy and Allied Health of the Richmond Hospital; and (3) Administrator of Minoru Residence, a 250 bed LTC facility for people with disabilities and chronic conditions. He was the LTC consultant of Health, Food and Welfare Bureau of Hong Kong Government  - establishing the Standardized Care Need Assessment for Elderly Services, Enhanced Home and Community Care Services, and Competitive Biddings in Residential Care Services for the Elderly in Hong Kong (2000 – 2003). Peter obtained his PhD in Ageing Policy from the University of Hong Kong (2014). He holds two Master Degrees, one in Social Work (Social Policy and Research) and one in Public Health (Gerontology) from the University of Hawaii at Manoa (1980).
